FEBRUARY 10, 2026 NOTICE REQUEST FOR QUOTES FOR TOWING AND STORAGE SERVICES RFQ NO. LACDA26-012 Notice is hereby given that quotes will be received by the Los Angeles County Development Authority (LACDA) until Thursday, February 20, 2026, at 3:00 p.m. for towing and storage services for various Housing Development sites throughout the County of Los Angeles. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award a one-year contract, with the option of four (4) one-year extensions, provided vehicle owner fees are fair and reasonable and satisfactory performance is provided. A Request for Quotes (RFQ) solicitation package containing all submission requirements may be downloaded from the LACDA’s website at www.lacda.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest, then click on “Download Documents Below,” and follow the instructions. Bidders are advised that this RFQ is an informal solicitation and should not be construed as engaging in a formal competitive bidding pursuant to any statute, ordinance, rule or regulation. Bidders shall provide their Quotes and all required forms and documentations by the due date and time stated herein, and it shall be uploaded in a Portable Document File (PDF) (No other electronic format will be accepted) with the electronic file name, "[BIDDER’S NAME] - Quote Towing and Storage Services - [DATE QUOTE SUBMITTED]" at the LACDA’s website, www.lacda.org, under “Vendors,” and click on “View Open Solicitations.” Then select the solicitation of interest and click “Upload Proposals,” and Request for Quotes Towing and Storage Services February 10, 2026 Page 2 follow the registration and upload instructions. Once uploaded, the Bidder shall email Michelle Ng, Senior Contract Manager, at michelle.ng@lacda.org to confirm the uploaded quote. Bidders shall be labeled “Quote for Towing and Storage Services,” RFQ No. LACDA26- 012, February 10, 2026.” Any Bidder who wishes his/her quote to be considered is responsible for making certain that it is received by the LACDA at the stated location and at the stated date and time. No oral, facsimile, or telephonic proposals or modifications will be considered unless specified. Quotes received after the scheduled deadline will not be considered. Bidders, who, upon request, receive the Request for Quotes package and do not wish to submit a quote should reply with a letter of “No Quote” by the submission due date. In submitting a quote, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA contract, a sample of which is attached to the RFQ package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA contract. The LACDA reserves the right to reject any and all quotes. This RFQ is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s quote. It reserves the right to issue supplementary information or guidelines related to this RFQ. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the quotes.
