NOTICE REQUEST FOR PROPOSALS FOR QUALIFIED DEVELOPERS, AND/OR OTHER ENTITIES TO SERVE AS CO-APPLICANT(S) FOR HOMEKEY+ PROJECT ASSISTANCE LACDA25-037 Notice is hereby given that proposals will be received by the County of Los Angeles (County), acting through its agent the Los Angeles County Development Authority (LACDA), until 12 pm on April 1, 2025, (the Submittal Deadline) to identify a co-applicant, with the LACDA, for the State Department of Housing and Community Development’s Homekey+ program. This will include furnishing all material and performing all work necessary as described in the Request for Proposals (RFP). Any references to the County shall also refer to the LACDA acting as the agent of the County. Proposers must attend a mandatory Pre-Proposal Webinar on Monday, March 17, 2025, at 1:30 pm via Microsoft Teams (formal link at: https://teams.microsoft.com/l/meetup-join/19%3ameeting_ZWRkNmE1ODYtYzcwNy00ODBjLTliOWUtNjU3YzJlZmNlMzlm%40thread.v2/0?context=%7b%22Tid%22%3a%22baddabb3-c118-47af-8ece-34aa655a29d4%22%2c%22Oid%22%3a%22556390a3-f3d2-4da4-b91b-47d4f99b752c%22%7d). A Request for Proposal (RFP) package containing all submission requirements will be available on March 13, 2025, and may be downloaded https://solicitation.lacda.org/Solicitations.aspx, under “For Vendors – View Open Solicitations”. If you have not already registered to be a Vendor, please go to https://www.lacda.org/vendors/become-a-vendor to establish your account. Each Proposer shall submit one (1) proposal electronically via email to meredith.sharkey@lacda.org or via Universal Serial Bus ("USB") drive to the Los Angeles County Development Authority. It is the responsibility of the Proposer to ensure any email submissions do not exceed the LACDA’s email system limit of approximately 20 MB. Hard printed copies of proposals will not be accepted. Mailed electronic proposals via USB must be received no later than the Submittal Deadline, and must be sent to: Meredith Sharkey, Procurement Coordinator Los Angeles County Development Authority Housing Investment and Finance Division 700 W. Main Street Alhambra, CA 91801 All proposals shall be labeled “Proposals For Qualified Developers, and/or Other Entities To Serve As Co-Applicant(s) For Homekey+ Project Assistance LACDA25-037.” Any Proposer who wishes their response to be considered is responsible for making certain that it is received at the stated location and by the stated date and time. No physical, oral, facsimile, or telephonic proposals or modifications will be considered unless expressly specified to the contrary in subsequent written communication. Responses received after the scheduled deadline will be returned unopened. The County reserves the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The County is not liable for costs incurred in the preparation of any Proposer’s proposal. The County reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the County reserves the right to, in its sole discretion, waive minor technical deficiencies in the proposals. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975, and Section 504 of the Rehabilitation Act of 1973, it is the policy of the County to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
